The President promised to unite this country

Instead, he has engineered the passing of an entirely partisan bill. Then, after signing it, he mocked the people who opposed it. It's obvious he has no intention of even trying to unite this country, despite his promise that he would. He and his party have become expert at dividing us, as Dennis Byrne in the Chicago Tribune points out:

You've already done a great job of dividing the country, but don't stop now. Seventy-eight percent, including 82 percent of independents, think government spending is out of control. Eighty-one percent are fed up with the growing deficit and 73 percent with government spending. Sure, deride the poll because it came from Fox News; ignore the clarity of American anger.
